Opportunity - Chair Research Ethics Board


The Joint West Park Healthcare Centre – The Salvation Army Toronto Grace Health Centre Research Ethics Board (hereafter referred to as the JREB) exists to ensure that all research involving human subjects (hereafter referred to as “Research”) conducted under the auspices of the institutions West Park Healthcare Centre and The Salvation Army Toronto Grace Health Centre (hereafter called the Partnering Institutions) meet the highest scientific and ethical standards.

The JREB is responsible for reviewing all Research protocols to ensure that Research proposals are reviewed in accordance with Tri-Council standards. The JREB operates in compliance with International (ICH Good Clinical Practices: Consolidated Guidelines), Canadian (Health Canada Division 5 of the Food and Drug Act Regulations and the TriCouncil Policy Statement), and Ontario (Personal Health Information Protection Act) standards which govern the composition and function of Canadian REBs. In addition, the JREB is established to be compliant with U.S. regulations (Food and Drug Act, TITLE 45 – Code of Federal Regulations Part 46: Protection of Human Subjects, and the regulations of the Office of Human Protections).

Position Summary:

The Chair will provide expert guidance and advice to the Partnering Institutions in accordance with the expectations as set out in the JREB Terms of Reference, the JREB Operating Procedures, and the JREB Division of Responsibilities as may be amended from time to time.

It is the policy of the Partnering Institutions that the Chair maintains current professional credentials in his or her discipline. The Partnering Institutions require the Chair to renew his or her registrations, certifications or licenses and provide evidence of current status to the Partnering Institutions, prior to the invalidation of the credentials of the previous year.

Description of Services:
- Effectively chair all JREB Full Board Meetings. They will also be responsible for facilitating adequate and meaningful discussion at these meetings and provide
ongoing education and development for JREB members. 

- Assist in the selection, training and orientation of new JREB members.

- Establish and maintain an effective and efficient reporting strategy with the JREB Secretariat. The Chair will provide the JREB Secretariat with quarterly JREB
performance reports that is inclusive of the following measures:

o Active or on-going research studies;
o New studies reviewed;
o New study expedited review;
o New study full board reviews;
o JREB Meetings;
o Annual renewal submissions; and
o Study amendment submissions.

The Chair agrees to submit the JREB annual report within 30 days after the end of a fiscal year (March 31).

- Responsible for remaining current with any local, provincial, national and international JREB-related issues. The Chair shall inform and report these issues
to the Partnering Institutions, Board Members and the Secretariat in a timely manner.

- The Chair will work with the Secretariat and JREB to ensure that JREB policies and standards are up-to-date in accordance to the Tri-Council Policy Statement.

The Chair of the JREB either directly or through a delegate reports on the activities of the JREB to the respective Partnering Institutions’ Boards of Directors at least once annually. The Chair of the JREB has the additional responsibility to liaise with the University of Toronto and other institutions on research ethics matters as specified under any current affiliation agreements between the Partnering Institutions and other institutions.
